Development of Sustainable Energy and Climate Action Plans in Borsod-Abaúj-Zemplén County

On behalf of the Borsod-Abaúj-Zemplén County Local Government, the MBFSz NAKFO, as a consortium partner, prepared Sustainable Energy and Climate Action Plans (SECAPs) for eight LEADER Local Action Groups (LAGs) in the county. The project was carried out by a consortium of Geogold Kárpátia Kft. and the Mining and Geological Survey of Hungary. Sustainable Energy and Climate Action Plans (SECAPs) were elaborated for the following LAGs in Borsod-Abaúj-Zemplén County:

  1. Abaúj Leader Association
  2. Borsod-Toma-Gömör Association
  3. Bükk-Region LEADER Association
  4. Southern-Borsod LEADER Association
  5. Southern-Zemplén Rural Development Association
  6. Northern-Borsod LEADER Union Local Community Association
  7. Rákóczi Leader Association
  8. Zemplén Landscapes Rural Development Association

The plans were done according to the Covenant of Mayors SECAP guidelines and templates. The documents contain roadmaps for reducing carbon dioxide emissions of certain highlighted sectors by 40% in the territories of the LAGs by 2030. The SECAPs also include commitments for climate change adaptation. The action plans are based on a comprehensive, baseline emission inventory and the results of assessments of climate risks and vulnerabilities. The SECAPs' situation analysis and action plans cover the key sectors: local governments, service, retail and transport sectors. The SECAPs were adopted by the Local Action Groups is May–June, 2018.

The project was implemented for the "TOP-3.2.1-15-BO1 – Refurbishment of municipal buildings in Borsod-Abaúj-Zemplén County, preparation of Sustainable Energy and Climate Action Plans (SECAPs) for LEADER Local Action Groups of the county and the coordination of SECAPs" project of the Borsod-Abaúj-Zemplén Local Government.
