Operations related to explosives 

 

Pursuant to point 35 of Section 49 of Act XLVIII of 1993 on mining (hereinafter referred to as: Bt.) > "blasting activity for civil purposes:   production, acquisition, storage, usage and elimination of explosive for civil purposes"

Pursuant to paragraph (1) of Section 5 of Government decree 121/2016 on distribution and supervision of explosives for civil purposes (hereinafter referred to as: R.) > transport and internal delivery of explosives are permitted by the police. 

Provided by item j) of paragraph (1) of Section 5 of Bt., the Mining Authority shall permit civil blasting activity and distribution of explosives for civil purposes. 

Paragraph (1) of Section 3 of Government decree 161/2017 on the Mining and Geological Survey of Hungary (hereinafter referred to as: Rendelet) designates the Survey as well as Government Offices of Baranya, Borsod-Abaúj-Zemplén, Jász-Nagykun-Szolnok, Pest and Veszprém Counties as Mining Authority and body performing state geological duties. 

Pursuant to item 18. c) of paragraph (2) of Section 4 of Rendelet, keeping records of master blasters and blasting engineers as of Bt. shall belong to the competence of MBFSZ at first instance. 

 

Classification of fireworks

Pursuant to point 4 of paragraph (2) of Section 4 of Rendelet, authority duties in connection with the explosives and objects belonging to Appendix ’A’ of the European Agreement concerning the international carriage of dangerous goods by road, as well as to the 1st class of Appendix (hereinafter referred to as: Appendix) of regulation concerning the international carriage of dangerous goods by rail, and with materials of explosive nature as an additional danger, as well as with classification and freight terms for self-reactive substances belonging to Class 4.1 of the Appendix and organic peroxids belonging to Class 5.2 of the Appendix shall belong to the first-instance competence of MBFSZ.
